Bringing this plan to fruition proved surprisingly difficult as activists and entrenched interests pushed back against the Bloomberg administration, suggesting that despite Bloomberg’s success in redrawing the rules of urban governance, older political arrangements―and opportunities for social justice―remain.

This is a very smart and thorough analysis of the emergence of neoliberalism as a form of governance. Using the specific case of Micheal Bloomberg's administration in New York City, Brash gives a subtle and lucid (a very unusual combination of traits) account of the Bloomberg Way as particular formulation of the neoliberal mode of governance -- as in part an historical reaction to the fiscal crisis of the 1970s.
